The C is the IV of the key of G. The Cm = iv. The F7 created by the bass
under the cm6 is not an F7 that has any relationship to the key of Bb. This
was discussed in detail in earlier posts probably regarding this tune and
Stella and many other tunes. It could be called a plagal cadence (IV-iv-I).
The addition of F in the bass does not change that. It occurs with such
frequency in jazz and contemporary music that it has been named. When F7
resolves to G, it it often called a backdoor dominant. So that Ab7 may
resolve to Bb as in Stella.
