Applying occams razor (if you hear hooves, look for horses, not zebras --
unless you are in africa), I would spell this, enharmonically, Eb9over G.
Not a weird chord at all. You mentioned a natural 6 as in E natural, which
to me would be the b9. But Carla and Steve do some stuff that is very hard
to spell, since they take pleasure in doing weird things over pedal tones
(that seems to be one of the foundations of their relationship, not to get
personal.)
