Thanks, Russ. Maybe I just need to spend more time playing with it.
Right now it just doesn't "feel" like tonic to me.

The justjazz list doesn't like me -- it always rejects my
contributions! Pass this on if you think it worthwhile.
I did a masterclass last summer with Nikki Iles, who discussed use of
this chord as a concluding tonic, following a 7b9. It has a very
characteristic bittersweet sound. As you say, it's used by people
such as Dave Holland. I've also found it very obvious in some of
Charlie Haden's Quartet West pieces.
