I have a small question on the function of a chord in "Stella by Satrlight."

What is the function of the Ab7 in the eighth measure of the tune?/ My
guess is that it acts as a substitute for F7 (V/BbMAJ7), but i'm still not
positive. Would it be related more to the EbMAJ7 or the BbMAJ7? Any
insight would be appriciated.
