I read an article few years ago about study that found that children who
started to learn a musical intstrument between 3 and 5 where far more likely
to develop perfect pitch. I can't remember how much more likely. I guess it
is in some way conected to their brains development and perhaps speach dev.

They also suggested that in these cases the child viewed the same tune in
different keys as different tunes. ie Jingle bells in C was a different tune
to J.B. in G. Their perseption was based on the notes played rather than the
intervals between the notes. I am not sure that this would be a good thing
in many situations.

I don't think in this case PP ment perfect tuning ability but the way things
where viewed.
