CoolEdit will do it all and more besides, including slurping
bits off your audio CDs. SLow down. pitch shift, speed up, reverb, all kinds
of neat stuff. It's shareware too, so try it and if you don't like it
just dump it.
You should be able to find it at shareware.com, tucows or sunsite, or with
an AltaVista search.
