Its called Soundedit 16. The soundfile is displayed graphically, you can
select a chunk of it, slow it down, revert to normal speed, etc. on the
fly. It's very fast and produces good quality audio.
Unfortunately, it's very expensive as it is included with a full
featured sound editing package. I get at it via my institution.
Professional transcribers who use macs would find this a very worthy
investment.
