Actually, that is really part of the original changes.

The original chord changes for the first six bars are:

G | G#dim7 | Am | A#dim |
G/B | C

Thus creating the chromatic bass line G-G#-A-A#-B-C .

The A#dim chord also a F#7b9 chord (without the root).

Putting a ii in front of this chord is where that sub comes from.
I.e. C#m7b5 F#7 . A#dim is also very close to C#m7b5 so that
is another part of why this sub works.

See my port in the editted digests for "I Remember You", the begginning
of which typically uses a similar rehamonization idea.
