Or a bVII#11 in the key of F? The Bbm6 could also be a Bbm(maj7).

Do you mean that is doesn't sound right as a modulatory chord into Ab?

I would have to agree. It is part of a !V major chord family if you follow
Dick Grove's modern harmony. It's not an active seventh chord particularly
how it is used in this tune. Did I understand this right?
